The Assembly conducts its business both in Plenary and Committees.
In the context of the East African Legislative Assembly this refers to scheduled meetings of the Assembly at specific appointed time and date. The Plenary is presided over by the Speaker while the Committees are presided over by Committee Chairpersons..
Plenary
In Plenary, debates cover any matter incidental to the deepening and widening of the EAC Integration. Ultimately, the Assembly debates matters within the purview of the EAC Customs Union, Common Market, Monetary Union and Political Federation.
The common parliamentary devices used in plenary include:
- Motions
- Petitions
- Bills
- Parliamentary questions
- Committee Reports
- Reports of Delegations
- State of East African Address
- Any other matters included to the mandate of the Assembly
Plenary sittings are normally held in Arusha which is the seat of the Assembly and in the Partner States as provided by Article 55 of the Treaty provided that at least one of the meetings is held in Arusha in Tanzanian. For this purpose the Assembly has established excellent working relationship with the leadership of the respective National Assembly.
