East African Legislative Assembly, Arusha, Tanzania: February 1st 2023: Today, Speaker of EALA, Joseph Ntakirutimana, closed the 5th Assembly induction programme in Arusha, Tanzania. The Speaker called for the full implementation of the Administration of East African Legislative Assembly Act, 2012, to ensure the full implementation of the financial and administrative autonomy of the EALA.
He also called for an increase of the Budget of the Community to finance activities of the assembly like committee meetings and plenary sessions.
He also reiterated the full adoption by the Council of French and Kiswahili as languages of the Community.
Topics presented ranged from the Role of EALA, Key Pillars of the integration processes (Customs Union, Common Market, Monetary Union and ultimately Political Federation), the achievements so far realized, the challenges being faced and the future prospects.
Presentations called for the amendment of the Treaty for the Establishment of the East African Community to reflect the tremendous growth that has taken place in the Community since its formation and to improve the decision-making process at the regional body.
NOTE TO EDITORS
Article 49(2) (d) of the Treaty for the East African Community states that:
The Assembly shall discuss all matters pertaining to the Community and make recommendations to the Council as it may deem necessary for the implementation of the Treaty.
Article 59 (1) States that
Subject to the rules of procedure of the Assembly, any member may propose any motion or introduce any Bill in the Assembly:
Provided that a motion which does not relate to the functions of the Community shall not be proposed in the Assembly, and a Bill which does not relate to a matter with respect to which Acts of the Community may be enacted shall not be introduced in the Assembly.
