EALA Commences Annual Planning Meeting in Kampala

EALA has commenced a three-day Planning Meeting in Kampala, Uganda. The Planning Meeting was officially opened this morning by the EALA Speaker, Rt. Hon Daniel F. Kidega.

In his remarks, Rt. Hon Kidega underscored the importance of annual planning noting that it enabled the Assembly to meet its expectations. The Speaker noted that by and large, EALA had continued to realise its set objectives and remarked the occasion would further enable the Assembly’s Committees to have synchronized activities and thus operate with high level of efficiency. 

“In this regard, the EALA Commission places great emphasis on the critical exercise and underscores the full and participatory nature of Committee Chairpersons and staff”, Rt Hon Kidega said.

The Planning Meeting, the fourth such for the 3rd Assembly is to consider proposed work plans for the next Financial Year 2015/16 as well as the EALA priorities for the same period before adoption.

The Assembly has six standing Committees.  These are:

  1. the Committee on Accounts
  2. the Committee on Agriculture, Tourism and Natural Resources
  3. the Committee on Communication, Trade and Investment
  4. the Committee on General Purpose
  5. the Committee on Regional Affairs and Conflict Resolution
  6. the Committee on Legal Rules and Privileges.

Statutory Committee activities include the Audit handled by the Accounts Committee while interrogation of the Annual Report and the Budget process is handled by the General Purpose Committee. 

The meeting is also expected to receive a review report of activities of the last half of the Financial Year 2014/15 (January to June 2015). Arising from the Planning Meeting, EALA’s Work Plan and Legislative calendar is expected as is feasible to be in synchrony with that of the EAC.  The Office of the Clerk in coming up with the draft Legislative Calendar took note of the activities of the wider EAC.    The Speaker of EALA, Secretary General of the EAC and the President of the East African Court of Justice (EACJ) regularly meet to review progress and keep abreast with developments.
