EALA Gets New Committee Members

The East African Legislative Assembly has appointed new Members to its six standing Committees following a Resolution that sailed through the Assembly this morning.  The Committees immediately moved to elect Chairpersons to guide them for efficient discharge of functions.

Each Committee has fifteen Members who have been nominated to serve for a period of two and a half years according to the Resolution moved this morning by Hon Dr Nderakindo Kessy on behalf of the EALA Commission.

Rule 77 of the Rules of Procedure of EALA empowers the Assembly to appoint relevant Committees for the efficient discharge of its functions. The matter is also anchored under Article 49 (2)(e) of the Treaty for the re-Establishment of the EAC.

The elected Chairpersons of the Committees are as follows:  Hon Jeremie Ngendakumana (Accounts), Hon Abdulkarim Harelimana (Rwanda), Hon Dr. Odette Nyiramilimo (Rwanda), Hon Fred Mukasa Mbidde (Communication, Trade and Investments), Hon Peter Mathuki (Legal Rules and Privileges) and Hon Abdullah Mwinyi (Regional Affairs and Conflict Resolution).

The elections are in line with the EALA’s Commission’s recommendations that for the period January 2015- June 2017, the constituted Committees be chaired as follows; Accounts Committee, Republic of Burundi, Agriculture, Tourism and Natural Resources Committee, Republic of Rwanda and the General Purpose Committee, Republic of Rwanda. Republic of Uganda shall chair the Communication, Trade and Investments Committee while the Legal, Rules and Privileges Committee will be chaired by Republic of Kenya.   The United Republic of Tanzania will chair the Regional Affairs and Conflict Resolution Committee.

The recommendations are based on the principle of rotation and equitable sharing of benefits and responsibilities. The Resolution further states that the partner State holding the Speakership should not chair more than one Committee.  At the moment, Uganda holds the Speakership, following the recent election of Rt. Hon Dan Kidega.

Each elected Member shall serve on two Committees other than the House Business Committee (Commission) provided that a Member may serve on three Committees to reflect equal representation by Partner States.

The mandate of the Partner States include examining, discussing and making recommendations on all Bills before the Assembly, initiating Bills within their mandate and assessing and evaluating the activities of the Community.

The Standing Committees further undertake research in their respective mandate, examine policy matters affecting their subject areas and report back to the Assembly on their functions.

Yesterday, the Assembly elected Members of the Commission.
