EALA Gets New Member from Rwanda

EALA has today sworn-in its newest Member, Hon Martin Ngoga from Rwanda. The Oath of Allegiance to the House was administered by the Clerk of EALA, before the EALA Speaker, Rt. Hon Dan Kidega. Hon Martin Ngoga who was elected last week, took the oath in accordance with Rule 6 of the Rules of Procedure of the Assembly.

The Rules of Procedure say in part that: “No Member can sit or participate in the proceedings of the House until the Oath or Affirmation of Allegiance to the Treaty is taken”.

Rule 6(3) specifically states that “when a Member first attends to take his or her seat other than at the first sitting of a new House, he or she shall be brought to the table by two Members and presented by them to the Speaker who shall then administer the Oath or Affirmation of Allegiance”.

The new Member was ushered into the House by Hon Dora Byamukama and Hon Pierre Celestin Rwigema.

According to the New Times newspaper in Rwanda, Hon Ngoga garnered 83 votes while his main challenger Jennifer Wibabara got 6 votes during vote for a new Member held at the parliament of Rwanda.
Hon Ngoga, a former Prosecutor General of Rwanda, replaces Hon Abdulkarim Harelimana who resigned last month and was appointed a Member of the Rwanda Elders Advisory Council.

Hon Ngoga now joins eight other Members from Rwanda in EALA. The others include; Hon Christophe Bazivamo, Hon Patricia Hajabakiga, Hon Dr James Ndahiro, Hon Straton Ndikuryayo, Hon Valerie Nyirahabineza, Hon Dr Odette Nyiramirimo, Hon Pierre Celestin Rwigema, and Celestin Kabahizi.

Speaking in Kigali recently after his election to EALA, Hon Martin Ngoga promised to promote regional interests.

“I will execute my duties diligently,” Hon Ngoga said.

Hon Ngoga is a lawyer by profession.   He served in 1999-2004 as a Special Representative of the Government of Rwanda to the United Nations International Criminal Tribunal for Rwanda in Arusha, Tanzania.

The Third Assembly of EALA, which Hon Ngoga has joined, will complete its mandate in 2017.
