EALA Speaker, Rt. Hon Margaret Nantongo Zziwa has paid special tribute to the late David S. Nalo, who until his untimely demise was the Permanent Secretary at the Ministry of East African Community in the Republic of Kenya.
The EALA Speaker termed the late Permanent Secretary a gifted and dedicated civil servant who served Kenya and the East African region with boundless dedication, humility and utmost commitment.
“It is indeed with deep sadness that EALA has learnt of the death of one of the most outstanding Permanent Secretaries in the Republic of Kenya and who was very instrumental in the EAC integration process. We shall indeed miss his noble service”, Rt. Hon Zziwa said in a message to President Mwai Kibaki, friends and relatives of the fallen Permanent Secretary.
Earlier on, the Speaker led EALA Members in observing a minute of silence as the shocked legislators commenced deliberations on the last day of business at the precincts of the Kenya National Assembly.
PS Nalo succumbed early Thursday morning, September 13, 2012 at the Nairobi Hospital after battling with cancer. The late Mr. Nalo, 55, was taken ill in early February this year. He had an illustrious career in the government having been Permanent Secretary in the Ministries of Trade and Industry and Planning and National Development before taking the helm at the Ministry of East Africa Community. He was also the Alternate Member to Kenya Tourist Development Corporation, Kenya Hotel Properties Limited and the Kenya Utalii College where he represented the Permanent Secretary to the Treasury.
The late PS was bold about his cancer condition. In his memoirs, the PS called for fast-tracking of policy framework to tackle shifting disease burden.
“First many of us do not accept our disease condition, so we live in denial and do not seek medical attention in good time. What we need in the country is a universal access to the medical service, from diagnosis to access to treatment of the best care service”, he said.
The late PS Nalo is survived by his wife and five children.
