Hon. James Kakooza from Uganda takes Oath in Assembly, filling the vacant post
East African Legislative Assembly, Dar es Salaam, Tanzania: August 20, 2021: EALA today morning administered Oath of allegiance to Hon. James Kakooza, filling the hitherto, vacant post.
The new Member took the Oaths of Allegiance to the EAC Treaty, in accordance with Rule 5 of the Rules of Procedure of the Assembly in an occasion, administered by the Acting Clerk of EALA, before the EALA Speaker, Rt. Hon Martin K. Ngoga.
The Rules of Procedure say in part Rule 5 (4) that: “No Member can sit or participate in the proceedings of the House until the Oath or Affirmation of Allegiance to the Treaty is taken”.
Rule 5(5) specifically states that “when a Member first attends to take his or her seat other than at the first sitting of a new House, he or she shall be brought to the table by two Members and presented by them to the Speaker who shall then administer the Oath or Affirmation of Allegiance”.
Hon James Kakooza, ushered into the House by Hon Dr. Ngwaru Maghembe and Hon Adam Kimbisa , was elected to replace the late Hon Mathias Kasamba, who passed away on April 27th, 2021 at Nakasero Hospital in Kampala.
Hon. James Kakooza is a certified Public Accountant and has served as State Minister of Health.
Hon James Kakooza has a long career history having been a Member of Parliament for 20 years where he was also a commissioner. Hon James Kakooza served on the Committee on Finance for 17 years before moving to the Budget Committee for 15 years.
In addition, He also served as a Member of the Pan African Parliament.
Currently, he is a Member of the International Trade Council which is an organ of the WTO-New York
The new Member shall now serve the Assembly for the balance of the tenure, which ends in December 2022.
